Effect of building regulations changes on BCIS data 

From analyses to HRCI and location indices, here’s our guide to the impact building regulations have on BCIS data.  

Some BCIS data reflects changes in building regulations and other standards*, some other data is unaffected by changes in regulations.  

Analyses reflect the regulations current at the time the projects are let and any standards specific to that project. There will be a delay between the implementation of a new standard and individual schemes reflecting these changes.  

Average building prices are based on analyses received over the period specified so will not immediately reflect new regulations and are likely to include a mix of buildings complying with different regulations. 

Cost Indices generally (GBCI, GCECI, PAFI, etc.**) measure the changes in the cost of the work not its quantum or specification so do not reflect changes in regulations 

Tender Price Indices (TPI) generally measure changes in the price of the work not its quantum or specification so do not reflect changes in regulations 

Private Housing Construction Price Index (PHPCI) – contributors report the cost of changing regulations, but the index measure changes in the price of the work not its quantum or specification so do not reflect changes in regulations. We have published a report on a recent survey. 

House Rebuilding Cost Index (HRCI) – the index is used to update the total rebuild cost of a property and changes in the regs are included in the index.  We have published a report on recent changes. 

Reinstatement costs (House Rebuilding costs) the cost of changes in regs is included in the annual review and picked up by the HRCI between reviews. 

Location indices measure differences in the price of the work not its quantum or specification so do not reflect changes in regulations between nations or regions.
